President Barack Obama’s 1,248-page budget for 2016 would clear the path for D.C. to legalize recreational marijuana with a single word.
When D.C. residents voted for legalizing pot in an overwhelming majority, it fell to Congress (which includes virtually no representation from the district) to foil their plans. They restricted D.C. from putting any “funds” toward the measure, effectively killing it.
Obama’s budget qualifies that restriction with the word Federal. In his version, “none of the Federal funds” in the budget could be spent on the implementation of legal pot, which means local funds could be spent on exactly that.
Of course, just because the budget looks like this now doesn’t mean it will still look like this when Congress votes on it. We’ll see.
