The Howard County Arts Council (HoCo Arts) is seeking applications for 10 studios at the former Circuit Courthouse in Historic Ellicott City.

HoCo Arts is relocating to the Courthouse from their current space at 8510 High Ridge Road this fall. The new space will be transformed into an 80,000-square-foot facility dedicated to arts, culture, and history. It will house the Howard County Arts Council, the Asian American and Pacific Island (AAPI) Cultural Center, Howard Countyโ€™s Roving Radish program, and a shared commercial kitchen space.

In the new location, HoCo Arts will continue to host the Resident Studio Artist Program, which offers affordable maker spaces to professional and rising visual artists in a supportive, creative environment. Ten studios will be available.

Resident artists must participate in HoCo Artsโ€™ annual resident artistsโ€™ exhibit, hold up to five open studio events per year, be members of the Howard County Arts Council, use their studio for at least eight hours per week, and carry liability insurance as detailed in their lease. Artists are required to maintain a safe working environment in their studios and abide by the requirements of their lease. This is a work studio and does not provide living space. The program does include heat and utilities for the studio.

Artists will be chosen based on artistic merit, artistic discipline, commitment, contribution to diversity in media, style, and discipline representation. In cases where qualifications are deemed equal, priority will be given to artists with an established history of living, working, and teaching in Howard County.

Applications for the new studios are due on Monday, Sept. 15, 2025.
