The Baltimore City Department of Public Works has relaunched a program providing youth pre-apprenticeship opportunities in the water sector, and applications are open now.

DPW relaunched the YH₂O Pre-Apprenticeship Program, formerly known as YH20+ Career Training, in partnership with the Mayor’s Office of Employment Development and the Chesapeake Water Environment Association. The program was first introduced in 2015 and has grown into a national model for workforce development.

Participants in the YH₂O Pre-Apprenticeship Program receive paid training and a stipend, along with hands-on experience and mentorship. They also have opportunities to earn industry-recognized certifications and inroads to water sector careers at DPW and elsewhere.

There are two cohorts annually: January–June and July–December. It includes monthly transportation support and is open to Baltimore City residents ages 18–24. A high school diploma or GED is required, but no prior experience is needed. It is helpful but not required to have or be actively pursuing a valid driver’s license.

The program pays a stipend of $3,460 in bi-weekly installments. Participants are involved three days a week for three hours per day. They may even receive an educational allowance based on successful completion of the program.
