The Maryland Transit Administration (MTA) has launched a new public awareness campaign called “Rules of the Ride.” Based on a formal Rider Code of Conduct and developed with the agency’s Youth Transit Council, “Rules of the Ride” lays out clear dos and don’ts of rider behavior on buses, trains, and in stations.
The code is meant to create a safe, respectful environment for riders and staff, improving the entire public transit experience. A new law will go into effect on Oct. 1, 2025, granting the MTA authority to suspend or ban people who violate the code, particularly in cases of physical or verbal assault. Enforcement will be coordinated by MTA Police and will include documentation, formal notice and an opportunity for appeal.
“We are serious about ensuring the safety of our riders and employees,” said Holly Arnold, Maryland Transit Administrator. “Most people ride with respect every day. The Code of Conduct is about making sure everyone can count on a safe transit experience.”
The Rider Code of Conduct organizes expectations for riders into three categories: courteous conduct, prohibited conduct, and bannable conduct.
Courteous conduct includes “respectful behaviors that contribute to a safe and comfortable environment for all passengers and employees,” like speaking quietly, keeping seats accessible, using headphones, and being mindful of others.
Prohibited conduct includes “Actions not permitted on buses or trains or in and around stations,” like smoking, vandalism, carrying concealed weapons, sexual harassment or disruptive behavior.
Actions that might get a rider banned includes any type of assault (physical or verbal assault, threats, sexual harassment, fighting) towards an MTA employee, other passengers, or anyone else on any MTA service or property. These behaviors are illegal and will result in a ban.
Any rider with safety concerns while using public transportation is encouraged to report it immediately to the vehicle operator or station attendant onsite, or to Maryland Transit Police at 410-454-7720.
The agency plans to launch an app in the fall to go along with the Code of Conduct that will give riders another option for reporting behavior discreetly to the Maryland Transit Police in real time, when safety issues arise during their trip. The app is another tool in the agency’s strategic plan to improve overall ridership experience.
Participation of the Youth Transit Council was central to developing the Rider Code of Conduct and to the creativity of the Rules of the Ride public awareness campaign. This year’s council brought real-life perspectives, honest conversations, and fresh ideas to the table. The MTA credits them with ensuring the code is relatable, understandable, inclusive, and appealing to all generations.
The new Rider Code of Conduct reinforces Maryland Department of Transportation’s (MDOT) Serious About Safety initiative, which is an improved program driving safety goals and ultimately, to save lives.
The MTA will publicize the new Rider Code of Conduct on their website, social media platforms, signs, and announcements on buses, trains, and at stations.
