Horseshoe Baltimore Under Fire from Maryland Minority Contractors’ Association



While it waits for official goals from the state, Whiting-Turner Contracting Co. — the general contractor for the Horseshoe Baltimore casino — set its goals for participation of minority and women-owned businesses at 25 percent and 10 percent, respectively. But Arnold M. Jolivet, the managing director for the Maryland Minority Contractors’ Association, isn’t satisfied, and he’s set to sue Whiting-Turner and the Maryland Lottery and Gaming Control Commission

It was just going to be called Harrah’s Baltimore, but since the location will feature 80 – 110 table games (as allowed per Maryland’s Question 7) in addition to slots, Caesars Entertainment will be calling the casino by the brand it uses for all its table game sites outside of Las Vegas: Horseshoe. Horseshoe Baltimore, to be precise.
