Baltimore City’s 4th district is ready to share the love with its inaugural “Heart of the 4th” Music and Arts Festival on Saturday, July 19 from 11 a.m. to 6 p.m.
The York Road Improvement District and 4th District Baltimore City Councilman Mark Conway’s office are partnering to present the free, family-friendly street festival.
The festival will take place along a half-mile stretch of York Road from Belvedere Avenue to Bellona Avenue, turning the busy street into a pedestrian corridor celebrating the culture, creativity, and community of North Baltimore’s 4th District. There will be two stages with live entertainment, a vendor market, food from local food trucks and restaurants, visual arts, youth and family programming, and community resources.
Naming the festival “Heart of the 4th” is an intentional nod to both the geographic location in the center of Baltimore’s 4th Council District and the vision of the event to bring the community together. The goal is to gather neighbors, artists, entrepreneurs, and performers together to enjoy and celebrate the area’s unique identity and positive momentum.
Conway, who represents the 4th district on the Baltimore City Council, has been a strong supporter of revitalizing the York Road area.
“This event represents what’s possible when we invest in community-driven public space, inclusive economic growth, and local arts,” Conway said. “The Heart of the 4th will be an anchor celebration for the district, and we’re proud to partner.”
Some of the attractions will include:
- Two Live Performance Stages featuring local bands, DJs, and cultural showcases
- Local Artisan and Food Vendor Market with more than 100 participating businesses
- Interactive Art Installations and community mural activities
- Youth & Family Zones with games, performances, and creative engagement
- Community Resource Row connecting residents to city services, nonprofits, and educational opportunities
The “Heart of the 4th” Festival is hoping to platform artistic expression, encourage neighborhood pride, and promote equitable growth among its residents and neighbors. It reflects the York Road Improvement District’s mission to support small businesses, strengthen community organizations, and enliven public space along York Road.
“The Heart of the 4th Festival is about showcasing the pride and potential of our neighborhoods,” said Samuel Storey, Executive Director of the York Road Improvement District, in a statement. “This is a day to uplift local businesses, celebrate local talent, and invite the entire city to experience the transformation happening along the York Road Corridor.”
