Military technology company Anduril Industries will invest $3.7 billion to build out a new two million square-foot shipyard in Baltimore County to expand the nation’s submarine manufacturing capabilities.
The announcement Tuesday morning comes ahead of a scheduled visit by President Donald Trump later this afternoon.
The shipyard, called Arsenal-2, will be built at Tradepoint Atlantic in Sparrows Point. The facility is slated to support more than 14,000 jobs, including the creation of more than 3,100 permanent jobs, according to state and county officials.
Officials expect Anduril’s investments to provide more than $2 billion in annual economic output, including about $312 million in wages each year.

“This massive new project will deliver the largest private investment and create the most jobs in Maryland in over a decade—driving billions of dollars in economic activity that will boost Maryland families not just in Baltimore County, but throughout the state,” said Gov. Wes Moore, who served in the U.S. Army and Army Reserve. “With this facility, thousands of Marylanders will have new pathways to work, wages, and wealth through advanced training and high-skilled maritime manufacturing jobs. We thank Anduril for choosing Maryland, and we’re ready to build the future of the aerospace and defense economy together.”
Before being transformed into Tradepoint Atlantic, the industrial site served as the decades-long home for Bethlehem Steel.
Baltimore County Executive Kathy Klausmeier called Arsenal-2 a “turning point for Sparrows Point,” which will solidify Tradepoint Atlantic’s “status as a premier maritime hub and key partner in our region’s economic future, building a stronger, more resilient foundation for the entire region.”

“For generations, this site shaped America’s steel and shipbuilding legacy, including its critical role during World War II, when workers here built the vessels that helped defend our nation,” Klausmeier said. “Seeing new life and advanced manufacturing return to this historic area is exciting for Baltimore County.”
President Donald Trump is scheduled to visit Tradepoint Atlantic on Tuesday afternoon to speak about Anduril Industries. The president’s visit and the plans for the new facility have drawn condemnation from advocacy groups who decry Anduril’s manufacturing of drone boats, including at least one model equipped with artificial intelligence.
“TRUMP OUT NOW! NO TECH FOR WAR! NO HOME FOR ANDURIL! MONEY FOR JOBS, HEALTHCARE, AND EDUCATION!” Peoples Power Assembly wrote in a social media post calling for a protest of Tuesday’s event.
The group plans to gather near the Denny’s at 7201 Bethlehem Blvd. in Edgemere, outside of the Tradepoint Atlantic site.
Before Trump delivers his remarks, other officials will speak, including Anduril Industries co-founder and CEO Brian Schimpf.
“Sparrows Point helped build the fleet that won World War II,” Schimpf said. “With Arsenal-2, Anduril will return large-scale shipbuilding to a site that can once again define American naval power. This facility will make Baltimore County a critical part of America’s submarine industrial base, adding the production capacity that the Navy needs to meet its Virginia-class requirements. Maryland offers the workforce, the infrastructure, and the industrial heritage this mission demands. We’re grateful to Governor Moore and state and local leaders for their partnership in making this investment possible.”
Maryland and Baltimore County have committed to match up to 13% of Anduril’s private investment through existing incentive programs and new appropriations, pending approval by the Maryland General Assembly and Baltimore County Council.

The state plans to provide capital support for building a workforce training center at or near Tradepoint Atlantic. The state will also pursue a Maritime Prosperity Zone federal designation for the region.
Kerry Doyle, managing director of Tradepoint Atlantic, said Anduril Industries is more than just a new tenant, rather the company will help restore “one of America’s most important industrial assets to its historic purpose.”
“For generations, Sparrows Point helped build the ships that defended our nation,” Doyle said. “Today, that legacy continues as Anduril reactivates this iconic shipyard to support the next generation of American defense capabilities.”
Doyle said Tradepoint Atlantic location, infrastructure, and proximity to a ready workforce and resources make the site “uniquely built for this mission.”
“Our strategic East Coast location, deep-water port, robust rail and interstate connections, and access to a world-class workforce make this one of the most capable industrial sites in the country,” Doyle said. “Together with Anduril, we’re bringing a legacy industry back to Baltimore, creating thousands of skilled jobs, and helping strengthen America’s defense industrial base for decades to come.”
Maryland’s commerce secretary, Harry Coker Jr., echoed the important role that Maryland will hold in the defense industry.
“Anduril Industries’ landmark investment confirms Maryland’s status as a global leader in maritime defense manufacturing and a home to the industries of the future,” Coker said. “We are thrilled to be working with Anduril to support this transformative project and bring thousands of new jobs to Maryland.”
