Baltimore City would benefit greatly from programs that teach new skills to people who just got out of prison and create incentives for employers to hire them, according to a new report from a local business group.

Baltimore police arrested a man last night wanted in a domestic violence-related incident. However, before they could him book and jail him, he managed to work his way out of his handcuffs and has now been on the lam for nearly 17 hours.
