The Brookings Institution talked to teenagers in Baltimore’s economically depressed, predominantly black neighborhoods and turned it into a six-minute documentary called “Baltimore and Beyond.”

The result is a balance of anecdotes and statistics. And, speaking as someone who is not from these neighborhoods, the anecdotes are important. It’s easy to believe the statistics tell the whole story. But the personal accounts from those interviewed convey the “structure of feeling” — the quality of living at a certain time and place — that statistics can’t.

They talk to us about education, zine making, baseball, and the stark differences between adjacent neighborhoods.
