The Hollins House apartments in West Baltimore’s Poppleton neighborhood have reopened after a $10 million renovation.
Mayor Catherine Pugh yesterday attended a ribbon cutting ceremony for the development, which marked the end of a year’s worth of construction funded primarily by the federal government.
Community Preservation and Development Corporation (CPDC) of Silver Spring worked with the Housing Authority of Baltimore to renovate the 130-unit apartment building for continued permanent use as affordable housing for low-income seniors and non-elderly people with disabilities.
This was the second project that the Housing Authority completed under the federal government’s Rental Assistance Demonstration (RAD) program. The RAD program allows the housing authority to team up with developers to renovate aging public housing facilities.
“Today’s ribbon cutting celebration at the Hollins House represents a major step in the preservation of affordable housing in Baltimore,” Pugh said in a statement.
Baltimore’s Housing Authority selected CPDC in 2013 as its development partner to convert all 130 one-bedroom units at the Hollins House from public housing into “project based” Section 8 rental units, available to those who meet certain criteria.
Under the RAD program, Hollins House received more than $10 million in public funds for interior and exterior renovations.
Grimm and Parker was the architect. Harkins Builders and JDC Construction were the contractors. According to city officials, Hollins House is fully occupied.
“The residents of this community live in a great neighborhood, and it’s important to integrate affordable and public housing into the community,” Pugh said.
Regardless of income or ability, “every resident deserves quality housing,” she said.
